"We are working to get an international convention by which money stolen by corrupt African leaders and stashed abroad is repatriated," said Mr. Obasanjo, who recently struck a deal with the family of Nigeria's former dictator Sani Abacha that will return $1.2 billion to Nigeria's coffers.
Seventeen-year-old Rigobert, who spent almost two years fighting for the rebels before being repatriated, says he turned down a group of young men who came to the village in September 2005 offering money to children to join their ranks.
"We have a client from Afghanistan, from before Sept. 11, whom the I.N.S. claims they can repatriate," said Jay Stansell, a federal public defender in Seattle.
