The severity of floods varies depending on the amount and intensity of rainfall, but river floods occurred at least once in 80% of the years between 1980 and 2011 (Fig. 2), with floods reoccurring more or less every year since then (Sooriyabandara 2016).
Indeed, despite all measures taken accidents may re-occur, but 'disruptions' in a process reoccur much more frequently.

"Right now it isn't, but if it reoccurs, then you start to get more concerned," Girardi said.
