He sponsored expansion of federal health inspections, extended government regulation to telephone and telegraph companies and established a federal agency for mine safety.
He also accused the prime minister's official spokesman of threatening the Daily Telegraph with tougher press regulation when it was investigating Mrs Miller's expenses in 2012, shortly after the Leveson inquiry into press standards.
Yonkers adopted the barbed wire provision 90 years ago in the "Miscellaneous Provisions" section of its city code, along with other regulations forbidding ox carts on the sidewalk and the unauthorized erection of "telegraph or electric-light poles".
"The fight goes on for press freedom", declares the Daily Telegraph, saying: "We cannot accept the current proposals for regulation by statute".

Tougher regulation would anger newspapers that are already highly critical of Mr Cameron, such as the Daily Telegraph and the Daily Mail, not to mention News International (which owned the News of the World).
