But when the N.H.T.S.A. went back in 1990 and analyzed the effect of the new regulation, it concluded that "fatalities were not affected".

Such regulation, they concluded, would undermine their primary goals to promote universal access by discouraging investment in smart, next-generation networks and raising prices for ordinary consumers.
The agency violated no procedures and complied with the applicable laws and regulations, she concluded.
The agency's 281-page report indicates that safety officials did consider imposing regulations, but concluded that more research was needed to determine whether compliance could be evaluated uniformly.
"As regards the procedural framework for conducting bidding procedures related to awarding the hosts of the final competitions of World Cups, the investigatory chamber of the Fifa ethics committee did not find any violations or breaches of the relevant rules and regulations," he concluded.
"In light of the quality of the evidence presented in support of the regulation, we conclude that a continued injunction against enforcement of the regulation would not serve the public interest," she wrote.
