Some states require charities to meet criteria, including initial registration, notification and annual filing, to sponsor charitable gift annuities.
"The [Singapore government's] Media Development Authority's response: 'Since Breakfast Network has decided not to submit the registration form, and will therefore not be complying with the registration notification, MDA will require that Breakfast Network cease its online service.'".
Alabama's excludes juveniles from its registration and notification laws altogether.
"We have been working to enhance our registration and notification systems, which have been above and beyond both the law and advocacy group guidelines," the company said.
Over the past 15 years, the US has expanded its registration and notification schemes to include an estimated 674,000 convicted sex offenders.
Indeed, a federally financed study of New Jersey's registration and notification procedures found that sex offense rates were already falling before the implementation of Megan's Law.
And although registration and notification requirements vary, all states now post searchable online lists of at least some categories of registered sex offenders.
But the federal appeals court in New York recently held that Connecticut's sex-offender registration and notification law violated the constitutional guarantee of due process, a separate issue that is not before the Supreme Court in the Alaska case.
The registration and notification rules — the result of efforts by victims' rights advocates, crusading journalists and tough-on-crime politicians — violate basic legal principles and amount to an excessive and enduring form of punishment.
The answers will be broadly applicable across the country, because all 50 states have adopted sex offender registration and notification laws since New Jersey enacted the first one in 1994 and named it after Megan Kanka, 7, who was raped and murdered by a twice-convicted sex offender who lived across the street.
