Vladimir Putin himself called the region "a sphere of our special interest", and Sergei Donskoy, Russia's minister for natural resources, is making a submission to the United Nations this spring to claim an extra 1.2 million square kilometres (460,000 square miles) of Arctic no-man's land, along with the five billion or so tonnes of oil and gas that lie beneath it.
However the studies recruited well outside the region or sphere of influence of the investigators.
