Oil from the region powered the Allies in World War II, when the United States was the world's biggest producer by far.
Across the region, power utilities are short of fuel, hot water pipes are crumbling, and hospitals face an influx of frostbite cases.

They accuse him of tinkering rather than unleashing radical reforms to cut the regions' powers, slim the administration and squash separatist sentiment in Catalonia and the Basque country.
The United States is trying to extricate itself from the region by allowing regional powers manage it.
In many regions, power is still lacking and fuel is nowhere to be found.
