Denmark has switched from warning letters to pirates to an information campaign, aimed at promoting legal music streaming services known to be associated reduced infringement.
"The purpose of blocking The Pirate Bay is obviously to reduce copyright infringement via The Pirate Bay," added Tim Kuik.
In a joint statement, the BPI and MPA said: "Content creators and ISPs, with the support of government, have been exploring the possibility of developing an awareness programme that will support the continuing growth of legal creative content services, reduce copyright infringement and create the best possible customer experience online".
But some are concerned that an education curriculum devised with the intention of reducing copyright infringement, rather than educating about the totality of intellectual property, could present an unbalanced view of copyright.

But the bill also includes a power that allows the secretary of state to amend the Copyright Designs and Patents Act 1988 "for the purpose of preventing or reducing the infringement of copyright by means of the internet, if it appears to the secretary of state appropriate to do so having regard to technological developments that have occurred or are likely to occur".
But the Hague Appeals Court has reversed the decision on the basis it had proved "ineffective" at reducing copyright infringement.
Internet openness would have been collateral damage if Congress had passed that legislation, which would have required U.S. companies to create privatized Internet censorship regimes in hopes of reducing copyright infringement.
