At both macro and micro levels, fund-holders operating within environments of greater budgetary discipline have emphasised the need for the development and urgent application of mechanisms for disinvestment and redeployment of resources from currently funded interventions [ 1- 3, 11, 12].
At the micro level, providers and local fund-holders facing increasingly modest year-on-year growth in their budgets are piloting a range of mechanisms that might facilitate cost containment and/or redeployment of resources from currently funded interventions [ 9- 12].
They instead typically work by redeployment of existing resources rather than new funds.
Funds of funds increase that.
"I feel it important that we have a plan for a timely redeployment of our troops from Iraq and Afghanistan before we continue funding what has become a seemingly endless war," she said at the time.
It is better than leaving a zillion dollars to generations of spoiled trust-fund babies, but not as good as redeployment of the capital by a person who is especially skilled at doing that.
If Mr. Ryan is going to succeed where others have failed, he will need the additional funding for an array of specific needs, from redeployment of personnel to improved maintenance of the cars caseworkers use for their daily rounds.
It's just a redeployment of those employment opportunities.
