"Most people recognise a plastic bottle as something you can recycle," said Steve Morgan, technical manager at plastic recycling charity Recoup.
"If producers have to take back their cellphones, they have an incentive to make products that generate less waste and are easier to recycle," said Bette K. Fishbein, an economist who was lead author of the study.
"The only way we're going to make sure manufacturers change their practices is to have clear performance standards they have to meet in terms of how much they recycle," said Bill de Blasio, a Brooklyn councilman and the prime sponsor of the measure.
"We are very supportive of the office building because there was concern that some of these big buildings might be difficult to recycle," said Nancy Manfredonia, the executive director of the Central Islip Civic Council, a coalition of civic associations that has played an active role in the planning process at the hospital site.
"Literally, tons of packaging is returned to us each month for us to recycle," said Salzberg.
"Sainsbury's sends absolutely no waste to landfill and we're always looking for new ways to re-use and recycle," said Paul Crewe, head of sustainability at Sainsbury's.

Some firms are going much further: in 2007 Tesco pledged to reduce its packaging by a quarter by 2010.In theory, consumers could steer firms towards waste reduction by buying products that are easy to recycle, say, or have only minimal packaging.
The information is useful, but it's doubtful that industry will begin to tap scrap iron sources more aggressively until it's much cheaper to recycle, says metals specialist Michael Fenton at the U.S. Geological Survey in Reston, Virginia, who adds that might not happen for some time.
"A lot of people aren't aware that textile recycling exists or that 95percentt of clothing and textiles can be recycled," said Jackie King, executive director of the Secondary Materials and Recycled Textiles association, which represents recyclers across North America and has recently begun fighting back against proposed bans.
"You can tell that these fabrics were not recycled," said the museum's director, Richard Baron.
"Great objects are so scarce, there's always a lot that gets recycled," said Richard Feigen, a Manhattan dealer.
