A spokeswoman for the archives, which counsels the executive branch on record-keeping, said that the subpoena arrived last Tuesday and that officials were in the process of complying.
The shortcomings were simply "record keeping" issues, said Wendy Landow, the chief executive of the Midwest Heart Foundation, who said her organization had in fact received the necessary approval to do the study but had poorly documented it.
"All the D.H.C.R. has done was codify what the Legislature has already deemed to be an appropriate way to eliminate ancient record keeping," Mr. Belkin said.
