The program is being touted as an innovative solution to the country's problematic oral health, and a fresh way to reduce the number of benefits recipients requesting expensive emergency dental care grants.
To reduce the huge BMMM overhead per packet, ELBP uses the block acknowledgment scheme introduced in IEEE 802.11e [17]: a recipient requested by the Block ACK request (BAR) frame acknowledges a burst of multiple data frames by only one Block-ACK (B-ACK) frame.
However, laws and regulations require recipients to request funds only when it is immediately needed, and recipients must try to minimize the amount of time between the receipt of funds to the actual disbursement.
Eleven countries favor a ban on unsolicited e-mail, while four -- Britain, Ireland, Luxembourg and France -- prefer a less stringent "opt-out" approach, in which the recipient must request no further e-mail messages from a sender.
When it is no longer needed for the Federally supported programs or projects, the recipient must request disposition instructions from the Federal government.
Pooled analysis showed that recipients succeeded in obtaining a tool from their partner in 81.8% (144/176) of total trials in which the recipients demonstrated requesting behavior, while they succeeded in only 23.2% (26/112) of total trials in which they did not exhibit request (Figure 3).
Batch mode multicast MAC (BMMM) [9], broadcast support multiple access [10] and broadcast medium window (BMW) [11] protocols represent an alternative approach, according to which all recipients are requested to send ACKs.

These volunteers also read the pamphlets aloud to recipients who requested help.
