Instead, according to Nick Faith, director of the Westminster Policy Institute, whose founders include former Downing Street adviser Sean Worth, the government will seek to ameliorate the hurt that is inflicted through a major housebuilding programme, while hoping that economic growth will ease the challenge by bringing in greater tax receipts.
And that has been achieved not only by using Ecuador's limited oil wealth to benefit the majority, but by making corporations and the well-off pay their taxes (receipts have almost tripled in six years), raising public investment to 15% of national income, extending public ownership, tough renegotiation of oil contracts and re-regulating the banking system to support development.

In a letter to the information commissioner, Ipsa said: "Primarily, a trial of extracting and redacting receipts and invoices for the purposes of publication showed that the cost would be in excess of £1m for additional staffing and IT costs alone, compared to the approximate £250,000 cost under the chosen model".
Ipsa, which does not currently routinely publish individual receipts, has been given time to consider taking the case to the supreme court.
He complained to the information commissioner, who ruled in his favour in 2012, ordering that the receipts be disclosed.

Sumita Shah, a spokesman for the Institute of Chartered Accountants for England and Wales, said the increase in self-assessed income tax receipts was "reassuring" and rising employee earnings growth should also help pave the way for an increase in income tax receipts in the coming months.
Guy Benstead, a partner at Cedar Ridge Partners in San Francisco, said: "Public issuers are challenged; it's tough, tax receipts are down, revenues are down, local authorities are struggling, that makes the market very sensitive".
