"Principals manage the teaching force and they are the ones that are best positioned to ensure that every student has a great teacher year after year and thus the continued learning needed to be college and career ready," the Bush report acknowledges.
"The technology is unlikely to be operational in the foreseeable future, and is highly unlikely to be ready by 2018," the report notes.
Even so, Whitehall spin is that "ministers are ready to ignore the report" and that "no decision will be taken" until September.
But, she said, the board is less ready to embrace the report's recommendation that it become more involved in verifying the quality of advanced-placement classes, since it prefers to leave individual teachers with latitude in how the classes are taught.
Last week, the Justice Department informed Senator Richard Durbin, Democrat of Illinois, that it still was not ready to hand over the report.
