"read earlier" is a correct and usable phrase in written English.
It is commonly used to describe an action that has already been completed or mentioned earlier in a text. Example: "As I read earlier, the main character's internal struggle was crucial to the plot development."
The statement read: "Earlier today we spoke to the Sunlight Foundation, to tell them we will not restore Twitter API [application programming interface] access for their Politwoops site.
(Update: The indictments are not confirmed to be in relation to the 2013 hack affecting a billion users, as this article erroneously read earlier. It could also be related to a separate 2014 hack affecting some 500 million accounts).
