"If you want to lower your expense, which means lowering your staffing levels, you're talking about less reactive policing, which means longer response times," Mr. Stenzel said.
One irony might also be that detections could be pushed up as a result of intensive reactive policing practices resulting in the statistical perception that crime is actually rising in a locality.
However, there is some evidence to suggest interventions involving proactive policing to be more effective than traditional reactive policing.
The force's priorities include improving reactive policing and subsequent follow-ups with victims and witnesses, and increasing the number of detections and positive outcomes.
The formation of ILP is primarily attributed to the ineffectiveness of traditional, reactive policing models, the growth and spread of organised and transnational crime, the advancement of affordable and useable information technology, and the inefficiency of fragmented local and national forms of policing or investigative bodies (see Ratcliffe 2008).
"No amount of new training or additional paperwork will make necessary force that is lawful and properly used by police officers acceptable to those who want to return to the hands-off, reactive policing strategies that sent crime soaring in the past," Lynch said.
