He bought two American telecoms companies, Reltec and Fore Systems, specialising in the sort of switches, optical fibres and systems needed to keep Internet systems operating, and also snapped up an Israeli company, RDC, a smaller American software company and MSI, a wireless-network software company.
All communications between the enforcement team and the RDC will be disclosed to firms being investigated.
Lawyers from the enforcement division who have not taken part in an investigation will review its findings before these go forward to the RDC, as a sort of "reality check".
It said that the main problem was the regulator's failure to distinguish adequately between those who investigated a case (its enforcement division) and those who decided on its merits (the quasi-independent Regulatory Decisions Committee, or RDC).This will now be done, in several ways.
The FSA's enforcement arm makes recommendations to its Regulatory Decisions Committee (RDC), which is staffed by outsiders but chaired by an FSA employee.
The RDC clause covers negligence of the carrier or shipper that results in damage to the property of others.
The RDC, or "running down" clause, provides coverage for legal liability of either the shipper or the common carrier for claims arising out of collisions.

Copies of relevant documents are kept at the office of the resident district commissioner (RDC), who represents the president.
