In contrast, notes demographer Wendell Cox, regions with more than 10 million residents suffered a 10% rate of net outmigration, and those between 5 million and 10 million lost a net 2.4%.
But lack of affordability itself is a problem; areas with the lowest affordability, including New York, also have suffered from high rates of domestic outmigration.
First, we predict the outmigration rate of only those who were not matched in t-1 and t, and for the remaining individuals the outmigration rate is 0. This prediction is based on the assumption that non-follow-up is random, which is not true for our sample given the results in columns 1 and 2 (Cameron and Trivedi 2005).
For this analysis, we predict the outmigration rate of Mexicans in two ways.

In the same manner, we predict the outmigration rate of first generation Mexicans living in the new high growth and low growth destinations.

It has very high levels of UK inward migration (5.6% in latest year compared to national average of 4.8% and a minimal 0.02% net international immigration) coupled with high levels of outmigration of educated young who go off to university and are unlikely to return.
The IV estimates, which use the same instrument as the wage regressions, show a clear pattern of outmigration for whites in 1940 but no evidence of black outmigration in any decade or statistically significant evidence of white outmigration in 1950.
