The underlying principle is this: Who has the time to read hundreds of random blog or forum posts or an issue they are interested in?
Generally putting your service up for sale on a random domain name forum is one step above just shutting it down.
You may want to have a place for users to post random garbage: for most forums, it's going to happen anyway, so it's best to make a sub-forum where people can do it without distracting from the main content of the bulletin board.
