The relay is equipped with two finite-length FIFO queues, queue 1 and 2, to buffer the incoming packets from user 1 and 2, respectively.
The reason we have err(g −i,a i ) is because the packet departing queue i is transmitted through channel −i, e.g., the relay sends one packet in queue 1 through fading channel 2 when a 1=1.
