This is a difficult question in principle, but I doubt that it's of much practical significance.
In fact, there is no puzzle here: economists and public policy scholars worked out decades ago how to answer this question in principle, and solved many of the issues in detail.
1. Relating to the first question, in principle the dynamics of real and nominal I-O coefficients are interdependent.
The society in question is, in principle, highly meritocratic.
