The index provider's decision to delay for another year highlights persistent concerns among global investors about government meddling in local markets as well as the quality of regulation and company accounts.
In several countries, the Bank finds, reform has galvanised the development of capital markets and helped to modernise the financial system, both by improving the quality of regulation and by generating services such as risk-rating.
The trouble is that the quality of regulation depends not so much on formal rules as on familiarity with markets that only the proximity of market practitioners can bring and many EU countries are losing this.

Combining the use of two frameworks (Volet et al. 2009b; Rogat and Linnenbrink-Garcia 2011) to analyse group functioning in authentic settings allows for a more thorough understanding of how the quality of regulation processes can be shaped by the socioemotional aspects necessarily at play when humans interact in (as close as possible to) natural conditions.
