Qualitative mismatches can arise due to the extensive heterogeneity in workers and jobs, mentioned above, coupled with imperfect information and labor market frictions (Sattinger 2012).
The absence of appropriate human resources policies is responsible, in many countries, for a chronic imbalance with multifaceted effects on the health workforce: quantitative mismatch, qualitative disparity, unequal distribution and a lack of coordination between HRM actions and health policy needs.
[ 18] A striking finding in our qualitative data was the mismatch between what people said about the yoga classes (enjoyable, make me feel better, improves my diabetic control) and their lack of commitment to attending them or continuing the exercises at home.
Before proposing them as effective public health policies, quantitative and qualitative studies exploring the mismatch between subjective and objective economic variables and intervention studies showing the effect of the proposed interventions on the development of and recovery from disability are warranted.
In the light of the STDP model, it will be interesting to determine if the direction of a (small) mismatch has a qualitative influence on the direction of the induced changes.
Qualitative studies highlight the current mismatch in public understanding of CRC, with patients undergoing CRC screening perceiving adenomas as a minor problem [ 22], having lack of understanding of CRC risk factors [ 23] and some being skeptical about the need for lifestyle change [ 22, 23].
Technocratic planning as practised in the past is highly ineffective, as illustrated by the chronic imbalances (see Table 4) experienced by most countries [ 56, 57], i.e. mismatch of numbers, qualitative disparity, unequal distribution and a lack of coherence between HRM practices and the overriding concerns of health policy (see Table 5).
Eighty-three patients (31%) of the 269 patients excluded from rtPA treatment based on qualitative perfusion CT grounds also fulfilled quantitative target mismatch criteria.
We have set a qualitative penalty scheme that differentiates the various types of mismatch, described as follows (see Fig. 5).
