In addition to asserting the need for the CCM program to support HSAs, 11 informants qualified their support of the program by emphasizing the limited scope of CCM.
The third manner in which informants qualified their positive assessment of CCM was by reserving their final judgment of the program, especially with regards to the question of whether HSAs are providing a high quality of care.
For example, informants 19 – 21 were qualified accountants and used their online business to find customers for their accountancy services.
Informants from nine countries qualified the rota group as the dominant organizational model for out-of-hours care in their country (Table 3).
