"purported compliance" is a correct and usable phrase in written English.
It refers to something that is claimed or believed to be in compliance with rules or standards, but may not necessarily be true or verified. It can be used in situations where there is doubt or suspicion about the level of compliance. Example: The company's purported compliance with environmental regulations was called into question when several witnesses reported seeing them illegally dumping waste into nearby rivers.
