"The physical barriers that are in place are much more robust," said John J Kiefer, director of the University of New Orleans' master of public administration program, who specialises in disaster research.
William Simonsen, professor and director of the master of public administration program at the University of Connecticut, said that while taxpayer groups can be effective in accomplishing their goals, they may not necessarily reflect the attitudes of a town.
"The projections for Javits got rosier and rosier during the planning process," said Heywood Sanders, a longtime scholar of convention centers, who is the director of the public administration program at the University of Texas at San Antonio.
"If the public administration program is eliminated, the [graduation success rate] numbers for our student-athletes will likely decline," an athletic department memo from 2012 obtained by the WSJ said.
Services such as public administration, education, computer programming, and tourism account for about one-fourth of the GDP.
