Perceptions of community groups of service quality was found to be lowest in the areas of client waiting time; client-provider communication; information provision, availability of client complaint systems and respectfulness of staff.
Service provision is dependent upon HC funding (staffed for a 5 day week, minimal weekend service and on call service afterhours; not 24/7 service provision), availability of staff (relief not always provided for holidays or educational leave), callouts the previous night, staff skill mix and community size.
We first evaluated the level of service provision for four core ANC quality attributes individually (days per week with ANC provision, availability of skilled health workers, ANC functions, and ANC screening tests) and then combined them to assess the overall level of ANC provision at all Zambian ANC facilities.

The dimensions measured include doctors' and nurses' technical skills, interpersonal skills, information provision, and availability; satisfaction with other hospital staff interpersonal skills and information provision; exchange of information with the care team; waiting-time; hospital access; hospital comfort; and overall satisfaction with care.
