"I think it's definitely possible [to expand], but in the next three to five years, we are essentially doubling down on the developer community," says Liu. "That's why it's called the Dev Protocol instead of, say, the Top Protocol.
"This was simply a breach of protocol," said CDC spokesman Benjamin Haynes in an email on Friday.
The function of protocol, she said, is to ensure that "your head of government is behaving in a way that doesn't offend other heads of government".
But "as a matter of protocol," he said, they have been referred to the agency's Office of Professional Responsibility.

A Western diplomat, who spoke on condition of anonymity as part of diplomatic protocol, said it appeared clear that the driver of the car was in the vehicle when it detonated.
But administration officials and other supporters of the protocol agreement said today that it would help to stigmatize the use of children in combat, especially since the Convention on the Rights of the Child has strong international support.
The White House said it had not been consulted over the invitation, which it called a breach of diplomatic protocol, and said Barack Obama would not meet the Israeli leader during his trip.
"There's a long list of things as part of the N.B.A.'s protocol," Vogel said, "and he's in the middle of that process".
"We're signatories of the broker protocol," he said.
