The idea, though still in preliminary stages, would be one component of a funding proposal under development by the South Coast Air Quality Management District as part of a major pollution-reduction plan, agency officials confirmed Wednesday.
The newspaper, which obtained three proposals for development plans under the state Freedom of Information Act, reported yesterday that the award of the money is expected to be announced in November or December.
The area is already protected under the comprehensive review process the town has for all proposals for development, a process that balances environmental concerns with economic realities.
The council said that two community hubs are currently under development, and proposals to create a third are being discussed with the Hammersmith Lyric theatre as part of its redevelopment.
Onshore wind farms would face increased hurdles under the proposals, while developments such as out-of-town shopping centres would be made easier.
Contention policy proposals for DSA systems are still under development in current literature.
"Our young people should recognize that the planning proposals and development options under discussion today are intended to address their future needs," Mr. Leung said.
Proposals for the development of Cromwell Community College under the government's BSF programme include significant leisure provisions and these are expected to start in 2010.

Chronic under-development is the inevitable result.
Under Mr. Doctoroff's proposals, the development corporation would continue to administer its $300 million grant program for downtown residents, which has significantly raised occupancy rates of rental apartments in Lower Manhattan.
