"proper speaking" is not a correct or usable phrase in written English
When someone is speaking, they could say, "I'm speaking properly" or "I'm speaking correctly," but in written English the phrase "proper speaking" is not used. For example, the sentence, "He was able to communicate ideas with proper speaking" would not be used in written English; a more appropriate phrase would be "He was able to communicate ideas clearly."
