The construction project will restore the original box-office lobby and mezzanine lobby but will introduce an expanded and redesigned street-level lobby and a new patrons' lounge, using existing alley space.
"We approved a project that will restore several important features of the space, including its signature luminous ceiling and transparency, and allow for modifications to adapt the building to a new use," said Elisabeth de Bourbon, a commission spokeswoman.
The development team's websites, videos and news releases wrapped the proposal in green, portraying it as a "progressive environmental project" that will restore and open to the public a prized piece of coast.
For the office project, Time Equities will restore the landmark six-story Meadowbrook Bank building, built in 1928, which has been vacant for 10 years.
Will Burns, alderman for the Fourth Ward, which includes 53rd Street, said that the area "has historically been Hyde Park's downtown, and these projects will help restore that vision".
An ambitious renovation project, slated for completion in late 2011, will restore the grandeur of City Center's box-office lobby and arabesque ceilings, and will include a new exterior canopy and improved seating and sight lines in the hall.
"If we're willing again to choose hope over fear; to choose the future over the past; to come together once more around the great project of national renewal, then we will restore our economy; rebuild our middle class; and reclaim the American Dream for the next generation".
Future projects will include restoring the historic fortifications, improving trail access to them (the trails were designed to make life difficult for the enemy, and not for tourists who walk them now (as visitors soon learn).
Mr Hardiman said: "Brintons were always one of a handful of companies in the world that could handle really big projects like the Hong Kong airport and so on, so it will restore their reputation I'm sure.
Poseidon says it will restore nearby trees and wetlands as part of the project and has a plan to eliminate its carbon footprint through energy efficiency, capturing carbon dioxide, and planting new trees.
