"It ought to be prohibited," said Patricia E. Salkin, director of the Government Law Center at Albany Law School in New York.
"It seemed like it wasn't prohibited," said Ms. Wexler, an independent film director.
Mark Dreibelbis, who supervises high school officials in North Carolina, where the A-11 is prohibited, said the offense was unfair to defenses trying to determine which receivers were eligible.
"My father wouldn't let me go to protest, he said it's prohibited," said Safa Gorush, a 23-year-old student standing within the cordoned off area of the protest for women.
"In one sense, the new law doesn't cover new territory, because discrimination against people with mental health problems is already prohibited," said Dana L. Fleming, a lawyer in Manchester, N.H., who is an expert on education law.
Anything relating to abortion is one such line, but anything making it easier for a person to end his or her own life, as Washington's Death with Dignity law does, would also be prohibited, said the Rev. Thomas Weinandy, the executive director of the Conference of Catholic Bishops' Secretariat for Doctrine.
"On its face, this is the sort of toll booth between residential subscribers and the content of their choice that a net neutrality rule is supposed to prohibit," said Harold Feld, legal director of one such group, Public Knowledge, in a statement.
"I don't think there is any question that we will live in a country where discrimination [against gays] is prohibited," said Cicilline in an interview.
"Resisting people's demand is religiously prohibited," said Montazeri, an architect of Iran's 1979 Islamic revolution who fell out with the present leadership and has been under house arrest for some years.
"Taking photos within the sacred space of the temple is strictly prohibited," says Kumar.
