The stage is now set for a showdown with the USA Freedom Act, a bipartisan bill that would prohibit bulk collection of Americans' telephone records.
"This legislation was designed to prohibit bulk collection, but has been made so weak that it fails to adequately protect against mass, untargeted collection of Americans' private information," said Nuala O'Connor, president and chief executive of the Center for Democracy and Technology.
"Congress could have prohibited bulk data collection … immediately upon enactment of the USA Freedom Act," he added.
Citing "strong bipartisan effort," the White House says that the bill "ensures our intelligence and law enforcement professionals have the authorities they need to protect the Nation," while also prohibiting "bulk collection through the use of Section 215, FISA pen registers, and National Security Letters".
