PRALIMAP showed not only the importance of this distinction, particularly when estimating the effect of the intervention, but also the difficulty of distinguishing whether an activity (for example the delivery of a nutrition course within the curriculum) is performed in the programme's frame of reference.
Information about events at anchor level is particularly important because that is where potential deviations from a programme's frame of reference originate: deviations such as not performing or only partially performing planned activities, and introducing unplanned activities.
