The superintendent focused on professional development, doubling the grant money in the district of 10,000 students, to about $14 million this year.
"We know less than we should about professional development, particularly given the money that is invested in it," said Pamela Grossman, an education researcher at Stanford University who specializes in teacher training.
The foundation also raises money for professional development, programs for faculty, emergency student loans, educational programs including the Honors College and the Strategic Language Institute, and unendowed scholarships.
The former Labor government created a $300m early years quality fund to lift childcare sector wages but on 10 December Ley announced plans to redirect the majority of the money to professional development.
The assistant minister said the Coalition would honour its promise to match pre-existing contracts under the fund, but would ask operators receiving that $62.5m to "do the right thing" and voluntarily pledge the money for professional development.
Although the new government would not walk away from those existing contracts, it would ask the operators – including Goodstart Early Learning – to voluntarily put the money into professional development measures instead of wage increases.
