The prevalent context also shaped the policy processes in the formulation of the OHP because whereas our findings show that the actors were well aware of some documented stages of policy process, there were however processes that were context specific and needed to be followed in the country; the absence of which had led to a failed attempt at formulating the OHP in the past.
