'privileged circles' is a correct and usable phrase in written English
It is used to refer to groups of people that have advantages or access to certain resources or opportunities that are not available, or are much harder to access, for people outside of the group. For example, "People who are born into privileged circles often have the best access to quality education and high-paying jobs."
