The evaluation focuses on potentials for exchange of information on, e.g. use, emissions, monitoring results, abatement options, prioritisation and/or risk assessment methodologies but also on synergies in terms of implementing measures.

This paper reports on the design and implementation of a multi-methodology intervention intended to support a budget prioritisation decision by a multi-organisational group tasked with tackling the problem of teenage pregnancy in an English borough.
The design steps are the recognition of key actors, the analysis of their interests, the identification of implementation alternatives, the set-up of alternative implementation scenarios for each of them, their prioritisation according to a multi-criteria analysis strategy or other methodology and finally, the policy recommendations for optimal implementation of the priority scenarios.
Standardised methodology was applied in writing this report, using prioritisation criteria and a comprehensive, standardised search strategy, and critical appraisal.
In developing this methodology we did not address the issue of prioritisation of assessment and did not attempt to develop criteria to decide whether or not an emerging technology is worthy of such an evaluation process.
In addition, the study will facilitate the prioritisation process by allowing comparisons to be made, using similar methodologies, with interventions (whether, primary prevention, screening or treatment) for cardiovascular [ 11] and other diseases [ 12].
This was in order to reduce the number of uncertainties for prioritisation to a manageable level, and is recommended by the JLA's methodology.
