The document includes: an overall comment on each instrument and its relevance for diversion and alternatives; prioritisation of instruments in terms of their legal weight, specific reference to children and direct relevance to diversion and alternatives; the text of the original articles / provisions; a commentary on each provision in relation to diversion and alternatives.
This was the case particularly for Allied Health practitioners working in the community, as one participant explained: Most of the clinicians on staff are extremely busy… because we have waiting lists and different prioritisation schedules and tools in terms of how we prioritise our patients, it's very hard to pick up the same patient at the same time (AHP).
He says: "We need clearer prioritisation of what is important in terms of projects and a framework that allows priorities to be examined and then managed through in an effective way.
A further barrier was the prioritisation of outcome over process in terms of organisational imperatives.
