Noting that 77,000 manufacturing jobs have been lost this year, Andrew Jackson, senior economist at the Canadian Labor Congress in Ottawa, said he was concerned that pressure on export-oriented manufacturers would slow the economy, as happened in the late 1980's and early 1990's, when the Canadian currency was also riding high.
But such windfalls will be more than offset by the price pressure on exports, which have been a rare source of economic momentum in countries like Germany.
The pressure on exports is a blow to Osborne who back in 2011 promised a "march of the makers" and a "made in Britain" boom.
"If the U.S. is falling into recession, and we think it is, it will mean downside pressure on exports from China and on economic growth," said Huang Yiping, chief Asia economist at Citigroup.
A stronger dollar puts downward pressure on exports as their translation into other currencies makes them more expensive.
The strong dollar will hurt manufacturing and employment since the robust greenback puts downward pressure on exports and employment for companies that receive a significant portion of their revenue from abroad or that compete with imports.
If lower capital spending and pressure on the export sector reduce overall employment growth, that will quickly dampen income and hence spending.
That seems to be the business attitude of Mexico right now, as the rising peso puts pressure on its exports even as Mexican policy makers are reluctant to intervene.
Facing uncertain costs to bail out its lenders, continued pressure on its exports from the euro zone crisis, and a rise in lending costs after Cyprus's bailout, Slovenia has one of the worst economic outlooks in the O.E.C.D., the organization's report said.
