From the economic point of view, reforms that clearly improve average welfare could eliminate such rent-preservation obstacles using ex-ante transfers to compensate losers, or introducing flexibility along margins that preserve status-quo rents (like the multi-tiered wage arrangements studied by e.g. Fehr and Kirchsteiger, 1994).
Obstacles to preservation are even more formidable at Hanford.
