Overservice laws prohibit the sale of alcoholic beverages to intoxicated patrons drinking in on-premises retail alcohol outlets (i.e., premises where the alcohol is consumed where purchased); enhanced enforcement of these laws is intended to ensure compliance by premises personnel.
Licenses permitting on-premises retail sale and consumption of alcoholic beverages (i.e. bars and restaurants) are allocated at a ratio of one license for 3,000 residents.
Since the early 20th century, Finland, Norway, and Sweden had state monopolies on production and wholesale, import and export, and off-premise retail monopolies - all with the overarching goal of reducing individual and social harm from alcohol consumption [ 89].
This hypothesis was tested in the Nordic tax study, which also covered similar changes in travellers' allowances in Denmark and Finland as well as alcohol tax decreases in Finland in March 2004 (an average tax decrease of 33% on all alcoholic beverages or 44% decrease on spirits corresponding to a 36% lower off-premise retail price on spirits).
So for minor ailments and simple tests, it makes sense for such patients to go to one of the increasing numbers of walk-in clinics, staffed by well-qualified nurses, on the premises of retail pharmacies such as CVS and Walgreens (see chart).

Accordingly, the presence of an on-premise or retail alcohol sales outlet did not necessarily reflect alcohol consumption by those who reside in a given neighbourhood.
We used lists of licensed on-premise and retail outlets provided by the Ontario Ministry of the Attorney General and the Liquor Control Board of Ontario as well as the Ontario Beer Stores.
These vested interests and powers ensured that a compromise deal was struck whereby the Pharmacy Council took over the regulation of retail premises while the TFDA retained control of wholesale and manufacturing premises [ 12].
