"practical certainty" is a correct and usable phrase in English.
It is used to indicate a high degree of confidence in one's opinion, and can be used in any type of writing. For example: "I am of the practical certainty that if he is elected, he will do an excellent job."
In a speech in 2011, he said that "evidence" that had led the scientific community to conclude that the earth is warming was "insufficient to achieve practical certainty on many of these scientific issues".
("Practical certainty" because it is not knowledge of the same sort as empirical and scientific knowledge).
