The phrase "potential labour force" is correct and commonly used in written English.
It refers to the group of people who are able and available to work, but are not currently employed. Example: The government is working on policies to increase the participation of the potential labour force, including women and people with disabilities, in the workforce.
Back in 2007 the agency thought that the potential labour force would be 160m in 2012.
But this is not always easy in a society in which nearly half of the potential labour force are out of employment.
