The idea of an ombudsman is one possible approach.
He suggested Javier Perez de Cuellar, the former United Nations secretary general, or the government's ombudsman, Jorge Santistevan, as possible candidates.
"That is a possible concept — that there is an ombudsman when you are committing crimes against humanity," said Martin Arpo, superintendent of Security Police Board, the police and intelligence service in Estonia responsible for investigating war crimes.

After interviewing intelligence analysts involved in the drafting of a June 2002 agency paper, which examined possible links between Iraq and al-Qaeda, the ombudsman found that about half a dozen spooks complained of coming under intense pressure from officials.

"It's possible for a state to establish an independent ombudsman to inquire into every attack and there needs to be a report to justify [the killing]." Alternatively, he said, it was "for the UN itself to consider establishing an investigatory body.
But in an unusual clash between regulatory bodies, the commission has refused to accept some of its findings, with the ombudsman now referring the case to parliament for possible further action.
"Given the concern that continues to be expressed about Mr Barroso's appointment and the existing code of conduct, the ombudsman will now reflect on the next steps, including a possible inquiry," her office said.
