"As near as we can tell, the alcohol campaign seems to have worked," says NRC population committee director John Haaga.
"These organisations will invest a lot of time and energy drafting their proposals and they will need to set out a clear vision for improving healthcare for our local population," said director of the trust's transaction board, Jon Sargeant.

Of these, they determined that 261 were active at the time of the survey and this was their targeted study population; 125 directors responded (48%) and 112 were analyzed.
In Westchester, the elderly, particularly those older than 85, are the fastest growing segment of the population, Mae Carpenter, director of the County Office of Aging, said.
"The process of innovation leaves out a huge proportion of the population," said Daniel Sarewitz, director of the Consortium for Science, Policy and Outcomes at Arizona State University.
"Anytime you have an immigrant community this large, eventually they will develop the same disease as the larger population," said Marwan Aboujould, director of transplant surgery at the Henry Ford Hospital in Detroit.
"This is not a well understood population," said Bobbie Sackman, director of public policy for the Council of Senior Centers and Services, a New York advocacy group, which speaks for many agencies opposed to the plan.
