The phrase "population and sampling" is correct and commonly used in written English.
It is typically used in the context of research and statistical analysis. Example: "The study gathered data from a large population and used a random sampling method to ensure accurate results."
However, the chapters devoted to population and sampling barely deal with specific issues regarding SE surveys.
