Previous studies have assessed factors associated with low utilisation of health-based interventions and documented socio-cultural factors, economic constraints, negative perceptions, poor quality of care and long distances to health units [ 3- 6].
This decoding rate constraint will cause that some poor quality of relaying link may require more resource.
