The policy implementation process involves three important components (Fig. 1).
The dissemination and advocacy of the action plans with senior authorities provides an opportunity to assess factors influencing performance and feasibility of appropriate remedial measures and the restructuring of policies and implementation procedures.
Campaign-style implementation usually deviates from the original rules governing the selection of policy targets and implementation procedures and leads to "deinstitutionalization" of policy implementation (Feng 2001).
The two approaches are essentially noninstitutionalized, violating the rules and procedures of public policy implementation, and thus are two sides of the same coin.
Also, local level respondents are more critical, while regional practitioners hold more positive images of the procedures involved during policy implementation.
