Now, Republican fund-raisers say the Pioneers have begun to line up pledges of the unlimited contributions known as "soft money" from individuals and corporations.
But while countries are still committed to meeting the carbon targets that were set at Copenhagen in 2009, the status of pledges on financial contributions from rich to poor countries is less clear.
The two-day summit is also likely to support a doubling of International Monetary Fund resources to $500 billion, with a pledged European contribution of $75 billion to $100 billion.
Among those participating in the announcement today were the clothing designer, Tommy Hilfiger, whose company pledged a contribution of at least $5 million for the construction.
As per the Climate fund update 2014, the total amount of pledges and contributions to the GCF Trust Fund amounted to US$35.65 million.
Key donors to Malawi's social cash-transfer programme include the Global Fund ($5.4 million), UNICEF ($8 million), the Irish Government (€850,000) and the German Government (which has pledged a contribution of €13 million).
On Tuesday, the House Committee on Government Reform, led by Representative Dan Burton, an Indiana Republican, subpoenaed records of all contributions and pledges of more than $5,000 to the William J. Clinton Presidential Foundation.
It has received contributions and pledges of $21 million toward the new goal -- though like virtually every other arts organization, it took a beating last fall when donors redirected their giving to Sept. 11 charities.
"It was a random sampling of contributions and pledges to relief funds based on information available at the time," she said, adding, "This was just an item on the ticker".
It has allocated more than $600 million for the effort through last year, compared with only $21 million by oil-rich Nigeria, according to the most recent accounting of contributions and pledges.
The committee is soliciting pledges of financing.
